Considering the microstates of the SU(2) Chern-Simons theory of an uncharged, non-rotating Quantum Isolated Horizon(QIH), it is shown that such a QIH, with energy spectrum linear in area, is locally unstable as a thermodynamic system. The result is derived in two different ways. Firstly, the specific heat of the QIH is shown to be negative definite through a quantum statistical analysis. Then, it is shown, in the thermal holographic approach, that the canonical partition function of the QIH diverges for such energy spectrum, implying local instability of the QIH as a thermodynamic system. Moreover, considering total number of punctures $(N)$ of the QIH as a quantum hair, the grand canonical partition function is also shown to be divergent for such an energy spectrum, which is consistent with the instability only.
